Message dated March 2 was read, stating the House passed and                                        
returned for consideration SENATE JOINT RESOLUTION NO. 5                                            
with the following amendment:                                                                       
                                                                                                    
           HOUSE CS FOR SENATE JOINT RESOLUTION                                                     
           NO. 5(O&G) Urging the United States Congress to                                          
           reauthorize the Methane Hydrate Research and                                             
           Development Act.                                                                         
                                                                                                    
Senator Green, Acting Majority Leader, moved that the Senate concur                                 
in the House amendment.                                                                             
                                                                                                    
The question being: "Shall the Senate concur in the House
